The higher level enchantments will also require more Lapis Lazuli to apply them to your tool.

The enchantments will also cost player levels to apply, so make sure you read the tooltip on the enchantments carefully. To do this, pick the enchantment that costs the least amount of levels of the ones it offers, apply it to your tool, and then use the Grindstone to remove it.
